Board of Officers:

President- Brian Austin (2022-Present) Contact Brian   

Brian Austin has been an Animal Control Officer for the Springfield Police Department since 2011. He is a certified ACO through NACA, a Professional Animal Cruelty Investigator through LETI, and holds a BS in Sociology and an AA in Criminal Justice. He has been an OACC member since 2012 and served as the VP of Training from 2019-2022.

Secretary- Mike Slusarczyk (2022-Present) Contact Mike

Mike Slusarczyk has been an Animal Control Officer for Jackson County since 2011. He was recently promoted to the Enforcement Supervisor position in 2021. He is a certified ACO through NACA, and holds an AA in Criminal Justice. Mike also spent five years in the United States Army as a military police officer. Animal control is the perfect combination of his passions for both law enforcement and animal welfare.

Treasurer- Stacy Smejkal (2022-Present) Contact Stacy

Stacy Smejkal is the Animal Services Field Supervisor for Washington County Animal Services and an active member of the Animal MAC-G. She is a certified Animal Control Officer through NACA, holds a BS in Animal Sciences, and has a certificate in Animal Shelter Management. Stacy has experience in both the non-profit and public sector and a passion for helping animals and the people who love them.

Council Chairs:

Vice President of Legislation- Lee Bartholomew (2007-Present) Contact Lee

Lee is a Deputy Sheriff in Douglas County and has been employed in Animal Control for 31 years. He has held numerous offices and positions within OACC since 1995.

Main duties of the VP of Legislation include working directly with state and local lawmakers and acting as a liaison between professionals in the field of Animal Control to ensure their experience and input is taken into consideration.

Vice President of Public Relations                     

Main duties of the VP of Public Relations include acting as a liaison between OACC and our Associate organizations, cultivating valuable networking relationships, and updating the council’s social media accounts with relevant and engaging content.

Vice President of Membership       

Main duties of the VP of Membership include ensuring membership dues and payments are received, acting as a liaison between OACC and new agencies and organizations who wish to become members, and actively seeking members from existing state and municipal agencies who have not actively participated.

Vice President of Training- 

Main duties of the VP of Training include coordinating regular training opportunities, disseminating upcoming training information, tracking training hours and content, and planning the annual training conference & awards banquet.

Regional District Representatives:

Northwest Area Representative- Roger Kadell- Contact Roger

Representing: Clatsop, Columbia, Tillamook, Washington, Multnomah, Yamhill, Clackamas, Polk, Marion, Lincoln, Benton, and Linn Counties.


Eastern Area Representative- JP Carey- Contact JP

Representing: Hood River, Wasco, Sherman, Gilliam, Morrow, Umatilla, Union, Wallowa, Jefferson, Wheeler, Grant, Baker, Deschutes, Klamath, Lake, Harney, and Malheur Counties. 


Southwest Area Representative- Steve Church- Contact Steve

  Representing: Lane, Douglas, Coos, Curry, Josephine, and Jackson Counties.
