President- Stacy Smejkal (2024-Present) Contact Stacy
Stacy Smejkal is the Animal Services Field Supervisor for Washington County Animal Services and an active member of the Animal MAC-G and served as the Chair for the year of 2024. She is a certified Animal Control Officer through NACA, holds a BS in Animal Sciences, and has a certificate in Animal Shelter Management. Stacy has experience in both the non-profit and public sector and a passion for helping animals and the people who love them.
Secretary- VACANT
The Secretary shall:
1). Keep the minutes of the proceedings of all meetings of OACC;
2). Shall maintain a permanent record of such proceedings;
3). Shall keep a record of the attendance at all meetings;
4). Shall call the roll of the membership at such meetings;
5). Shall have custody of the original copy of the bylaws and all other OACC records not
specifically assigned to other offices;
6). Shall maintain a file of correspondence delivered to the Secretary;
7). Shall furnish literature to individuals upon request;
8). Shall maintain an up to date mailing and email list of OACC;
9). Shall issue a call for all OACC meetings through electronic means;
10). And shall perform such other duties incident to the office of Secretary as the President
and Board of Officers may designate; and
11). Shall preside at all meetings of OACC in the absence of the President of OACC.
Treasurer- Jessica Tussing (2024-Present) Contact Jessica

Jessie has worked in shelters, private rescues, veterinary and performance horse facilities for 20 years. This has given her a wide range of experience and a passion for ensuring the welfare of animals and the people who care for them. She is currently pursuing a BS in Animal Behavior from OSU and operating her family’s small farm.

Vice President of Legislation- Jodi Whiting (2022-Present) Contact Jodi

Main duties of the VP of Legislation include working directly with state and local lawmakers and acting as a liaison between professionals in the field of Animal Control to ensure their experience and input is taken into consideration.
Vice President of Public Relations- Nicole Johnson (2025-present)

From a young age, Nicole knew her calling was to help animals in need. With over a decade of hands-on experience volunteering at local animal shelters and rescues, Nicole has dedicated her life to advocating for the welfare of all animals.
After spending years in the veterinary industry and building a successful nonprofit organization that provided affordable pet care, Nicole now brings her passion and expertise to her new role as Animal Care Coordinator at the Rogue Valley Humane Society. Nicole’s advocacy work recently has been geared towards captive wild animals, including writing a hard-hitting investigative piece on the gaps in USDA oversight of zoos and circuses for Current Affairs magazine.
When she’s not championing for animals, Nicole is the sole operator of Dynamyte Digital Lab, a creative agency she founded to help small businesses grow through top-notch web design, social media management, and digital marketing. With deep roots in Roseburg, Nicole is a true community leader, driven by her love for her family, her hobbies, and, above all, her four-legged friends.

Main duties of the VP of Membership include ensuring membership dues and payments are received, acting as a liaison between OACC and new agencies and organizations who wish to become members, and actively seeking members from existing state and municipal agencies who have not actively participated.

Main duties of the VP of Training include coordinating regular training opportunities, disseminating upcoming training information, tracking training hours and content, and planning the annual training conference & awards banquet.
